Fix: Add POPT_CFLAGS to lttng_CFLAGS

The generated makefile was ignoring POPT_CFLAGS when compiling
lttng, but was adding POPT_LIBS to lttng_LDADD. With this commit,
make now honors both settings for applications and tests.
