Fix: is_compat_task !CONFIG_COMPAT compile error on kernels >= 3.3

The Linux kernel already defines a is_compat_task()   (0) when
!CONFIG_COMPAT since kernel 3.3, so if we see it is already defined,
don't redefine it.
