lttng-www: use bootstrap.sh instead of the ubuntu variant

The distributed jekyll version of ubuntu 18.04 is lower than the
lttng-www dependancy of jekyll v4.

Instead use the boostrap.sh script that essentially install jekyll via
`gem install`.
