jjb: Rerun failed system test jobs by default

There can be occasional temporary errors launching jobs, eg. a
time-out waiting for the PXE boot, or flaky tests. Rather than stop
trying to run the test after a single failure, the failed tests will
be retried the next time to job is triggered.
